In the April 1996 issue of Money Magazine, Elgin was nominated number 24 out of the 50 boomtowns in the USA. The magazine states "You can trade Metropolis for Mayberry- without slashing your salary." Money Magazine called Elgin " a bedroom in the sticks." Mayor Paul Grooms says "he likes being recognized." The population increased from 10,000 to 50,000 people. The Elgin part of Kershaw County was listed at 17,246 people. That would have to include subdivisions between Tookiedoo and Lugoff. Elgin may of had 700 families that just moved here. Mayor Grooms said that at least 60% of the people work in Columbia. Elgin is one of the two South Carolina towns on the Money List. The other town is Bluffton in Beaufort County.
